The 5th CAADP Biennial Review Report
The 5th CAADP Biennial Review (BR) Report marks a significant milestone in Africa’s agricultural transformation journey, serving as the final assessment of progress under the CAADP Malabo Declaration (2014–2025) and paving the way for the CAADP Kampala Declaration on Food Systems Transformation (2026–2035). As Africa’s premier mutual accountability framework, the Biennial Review measures Member States’ progress towards achieving continental agricultural commitments, identifies key challenges, and promotes evidence-based decision-making and peer learning.
Drawing on validated data from 45 African Union Member States, the report highlights notable improvements in data systems, mutual accountability, and climate resilience while revealing persistent gaps in agricultural investment, food security, and intra-African trade. The findings underscore the need for renewed political commitment, increased financing, and stronger governance to accelerate inclusive, resilient, and sustainable agrifood systems. The report also provides strategic recommendations to guide Member States, Regional Economic Communities, and development partners as they embark on implementing the Kampala Declaration and advancing Africa’s vision for food security, prosperity, and sustainable development.
